General Directorate of Prisons and Detention Houses is the state institution responsible for the penitentiary institutions and probation directorates under the Ministry of Justice.

In general, the duties of the General Directorate of Prisons and Detention Houses;

• Determination of penal execution policies

Our Actions in Fight against Addiction

A 3-stage Research and Evaluation Form (ARDEF) is applied within the scope of the Individualized Improvement System (BİSİS) to every convict and detainee in the penitentiary institution.

In line with the risk-needs-compliance report determined with the filled ARDEF, the health, educational, mental, social, cultural, familial, economic and legal needs of the person and the necessary actions regarding the room placement are immediately started based on the risk and priority order in accordance with the “individualized improvement system” approach. Convicts and detainees with a history of drug use are included in the individual and/or group work of the “Smoking, Alcohol and Drug Addiction (SAMBA)” programme by the psycho-social service experts of the institution. During the implementation process, the detainees and convicts who need further examination and treatment are directed to the institution doctor by psycho-social service experts. In this process, the patient can be treated as an outpatient or inpatient in a health institution. When returning to the institution after the treatment, rehabilitation studies are also carried out, and the contribution of psychoeducation and other units to the process (occupational therapy, individual or collective sports activities and other social-cultural activities) is planned by cooperating with relevant services.

Probation system is an execution system in which suspects and convicts are supervised and followed up in the community, the services, programmes and resources needed for their improvement are provided, and it aims to prevent re-offending and to protect the community.

Within the scope of probation, improvement works are carried out in line with the determined risks and needs of the obligee whose sentences are executed in the community. These improvement works encompass a process that includes the following activities; individual interview, group work, seminar, leisure time configuration etc. and are carried out by probation experts (social workers, psychologists, sociologists and teachers) who have been trained in related subjects. A research and evaluation form called ARDEF191 is applied in order to determine the risks and needs of those who use drugs or stimulants, or who purchase, accept or possess drugs or stimulants in probation directorates. As a result of this form, the addiction risk of the person is determined and improvement works are carried out in line with his/her needs.

In this context, the improvement activities carried out in the probation directorates in terms of addiction are as follows:
